Pact Nigeria seeks for highly experienced and qualified candidates to fill the opened positions below.

MONITORING EVALUATION, RESEARCH AND LEARNING ADVISOR (ABUJA)
The Monitoring, Evaluation, Research and Learning (MERL) Advisor will be based in Abuja and will provide oversight on all MERL activities of all projects implemented by Pact Nigeria. The job holder will supervise all M&E staff on various Pact Nigeria projects. S/he will lead the design and development of program specific Performance Monitoring Plans as well as Monitoring and Evaluation plans at Pact and partner Ievel. The Job holder will ensure that monitoring systems meet the requirements of the’ donor and that performance results can be used for continuous improvement. The job holder will strengthen staff and partner capacity in qualitative and quantitative monitoring and evaluation designs and tools through comprehensive training mentoring and coaching.
The job holder will establish and manage a database to track progress towards meeting project goals and objectives.
The job holder will be responsible for reviewing regular program reports of all projects before submission to donor.

Minimum Requirements

  • Postgraduate or Master degree in Development Studies, Research Methods, Statistics, Social Sciences, Measurement and Evaluation, Project Planning and Management or other relevant field preferred.
  • Minimum of 7 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and techniques.
  • Excellent computer skills including experience with: Excel, Powerpoint, Publisher, Epi-Info, Epi-Data. SPSS, Access, DHIS, SQL and any other statistical packages.

KNOWLEDGE SHARING AND COMMUNICATIONS ADVISOR (ABUJA)

The Knowledge Sharing and Communications Advisor will be based in Abuja and will be responsible for the overall management, and technical oversight of an integrated knowledge sharing and communication strategy of Pact Nigeria. The Advisor is responsible for the design and distribution of various communications materials concerning projects implemented by Pact Nigeria. S/he will be the knowledge hub of all project related information sources and inputs from various research and related activities both within and outside of Nigeria that showcase the work of Pact. The Knowledge Sharing and Communications Advisor will lead all efforts to brand development of Pact Nigeria. The jobholder will create quick publications and templates for proposals, fact sheets, or report covers on an as needed basis with short turnaround.

Minimum Requirements

  • Masters Degree in Communications. Social Sciences, or other relevant field.
  • Minimum of7years of relevant professional experience in communications and dissemination on a project.
  • Strong interpersonal skills and communication skills, initiative, and good judgment
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long- term deadlines and strategy.
  • Fluency in relevant local languages and excellent verbal communication and writing skills in English.

SENIOR GRANTS AND CONTRACTS MANAGER  (ABUJA)
The Senior Grants and Contracts Manager will administer the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-out procedures. The jobholder will develop grant award and award modification documents; develop negotiated memorandum of grant awards. The jobholder will award and administer sub-contract(s) and consultant agreements necessary to support the associate award program objectives. The job holder will ensure timely training of sub grantees to understand and comply fully with donor standards. Carry out regular trainings as needs arise from sub grantees. The job holder will facilitate timely disbursement of funds to sub grantees. The jobholder will ensure that Nigeria Grant and Contract Management systems are fully up to date, Sub Grants Matrix reconciles with the customer derailed trial balance in Microsoft Dynamics Navigator.

Minimum Requirements

  • Minimum of B.Sc or HND in Accounting, Finance, business administration, economics with ACA ACCA/CPA Professional Accounting Qualifications.
  • Minimum of6 years Cognate Experience in grant accounting and sub award management.
  • Experience with accounting standards/practices of international organization a strong plus.
  • Working Knowledge of Microsoft Dyn3111ics Navigator (Navision package) and relate packages.
  • Strong Knowledge of the OMB Circulars i.e. OMB 110, OMB  122 and OMB 133.

GRANTS OFFICER (ABUJA)

The Grants Officer will assist to administer the full cycle of grants management activities beginning from pre-award assessments, monitoring/compliance visits and close-outs procedures. The jobholder will assist to develop grant award and award modification documents; including solicitation, application/proposals’ compliance and technical review forms, selection memo, negotiated memorandum of grant awards, sub-grant agreements with the appropriate attachments etc. the jobholder will assist 10 respond 10 issues that arise during grants’, contracts’ implementation. The jobholder will assist in general administration of sub-grants and subcontracts, which includes but is not limited to: financial reporting, issuing award modifications, oversight of compliance with terms and conditions and resolution of disputes and resolving audit findings as well as capture transactions in Microsoft Dynamics Navigator.

Minimum Requirements

  • Minimum of BSc or HND in Accounting. Finance, business administration, economics with ACA/ ACCA/CPA Professional Accounting Qualifications.
  • Minimum of3 years Cognate Experience in grams accounting and sub award management.
  • Experience with accounting standards/practices of international organization a strong plus.
  • Working Knowledge of Microsoft Dynamics Navigator ( Navision package).
  • Demonstrated experience with automated accounting systems and good knowledge of internal control systems and financial audit processes.
  • Strong Knowledge of the OMB Circulars i.e. OMB 110, OMS 122 and OMB 133.

FINANCE OFFICER (ABUJA)

The Finance Officer plays a critical role in Pact’s financial management with a large number of procurements and grants to local organizations. Pact’s accounting practices oversight and financial support of its local partners is central to effective programming. The jobholder will support monthly financial reporting to home ol1ke in WDC through Microsoft Dynamics Navigator (Navision Software). The jobholder will reconcile Accounts Receivables and Follow up on out standings. The jobholder will ensure timely Liquidation of staff advances and escalation of overdue account receivables. In conjunction with the senior accountant, the Finance Officer will ensure regular amortization of staff housing and other prepayments. The job holder will ensures prompt remittances of all statutory deductions.

Minimum Requirements

  • Minimum of B.Sc./HND in Accounting with ACA/ACCA/CPA Professional Accounting Qualifications.
  • Minimum of3 years Cognate Experience in fund accounting.
  • Experience with accounting standards/practices of international organization a strong plus.

EXECUTIVE PROGRAM OFFICER (ABUJA)

The Executive Officer will provide strategic management to the office of the Country Director and also ensure the effective coordination and functioning of the Management Team. The jobholder will develop and operationalize an effective and efficient management system to ensure proper functioning of the Country Director’s office. The jobholder will review activity memos and also assist the Country Director in providing prompt and effective feedback to the Project Directors and Program staff. The jobholder will participate in work planning and strategic review of documents. The jobholder will manage the communication between the Country Director and donors as well as development partners. The job holder will play a pivotal role of effectively coordinating all programmatic and administrative activities within the Country Director’s office.

Minimum Requirements

  • A minimum of Masters Degree in Social Sciences, Business or other relevant field.
  • Experience in Program design implementation, monitoring and evaluation.
  • Minimum of 14 years of experience assisting senior executives and managing their offices
  • Project support/back-stopping, health and international experience arc strongly preferred.
  • A demonstrated experience and interest in health sector policy issues and international development.

SECURITY OFFICER (YOLA)

Under the supervision of the Security Coordinator, the Security Officer will provide security support, advice and control mechanism to ensure that staff and project property arc safe and secure at all times.

Minimum Requirements

  • A minimum of a Diploma in Management/Business Administration/Law, Security related training is a must. A Bachelor Degree and or Post graduate training in a relevant field is an added advantage.
  • At least 3- 5 years progressive experience in security administration and management
  • Previous experience in law enforcement is preferred but not a requirement.

HUMAN RESOURCES OFFICER (ABUJA)

The Human Resources (HR) Officer will assist with all recruitment benefits and hiring actions. This includes but is not limited to: ensuring completion of employee’s documentation HR administration and filing as well as processing all performance actions and ensuring compliance with relevant company and labor practices and ensuring up-to-date maintenance of personnel files as well as logistical support for the full cycle recruiting process.
The jobholder will maintain data for employment history, confirmation, promotions, transfers, salaries, and trainings.

Minimum Requirements

  • B.sc. in Unman Resources Management, Social Sciences other relevant field
  • Minimum of 3 years relevant operational HR experience
  • Good working knowledge and ability to interpret, analyzes, and explains the official framework employment regulation.
  • Good negotiating and influencing skills in implementing personnel policies.

PROCUREMENT OFFICER (ABUJA)

The Procurement Officer will assist in ensuring appropriate and efficient policies and procedures governing procurement office management and’ general administration support on program activities are adequately implemented. The jobholder will provide support in procurement activities for Pact’s office and sub-grantees, making timely payments to vendors and for other project related expenses such as telephone, travel etc. The jobholder will provide support in preparation of bid analysis, negotiation memos, purchase orders and other procurement documents in accordance with Pact’s and donor policies and procedures. The jobholder will provide support with Pact Nigeria inventory management. The jobholder will assist with the maintenance of all equipment.

Minimum Requirements

  • B.Sc. in public administration, business administration, management of any other relevant field.
  • At least 3 years relevant experience in areas of office administration and procurement with a minimum of I year in an International NGO.
  • Proven experience in Office management
  • Proven experience in procurement process

INFORMATION TECHNOLOGY (IT) OFFICER (GOMBE)

The IT Officer will perform maintenance and repair of Pact Nigeria computers and peripherals. The jobholder will provide support on design and update of Pact Nigeria Website. The jobholder will provide relevant IT Support to Program Staff responsible for production of Pact Nigeria monthly Newsletter and uploads Newsletter upon completion. The jobholder will provide IT support for meetings and Workshops. The jobholder will provide support with weekly back up of Staff work data. The jobholder will maintain office LAN and Internet & Printer Sharing.

Minimum Requirements

  • B.Sc. in Computer Science, Information Technology or its equivalent.
  • At least 3 years relevant experience in areas of Information Technology management with a minimum of 1 year in an International NGO.
  • Relevant certifications and membership of a professional body will be an added advantage.
  • Excellent ability to communicate and maintain diplomatic and productive relations with the team; resourcefulness, flexibility and ability to work in a changing and challenging environment

MONITORING, EVALUATION, REPORTING AND LEARNING OPERATIONS (MERL) ASSISTANT (YOLA)

The Monitoring, Evaluation, Reporting and Learning (MER) Operations Assistant under the supervision of the Monitoring, Evaluation, Reporting and Learning (MERL) Officer coordinates the implementation of the Impact Evaluation piece of Strengthening Maternal Newborn Child Health Project (MNCH) Frontline Organizations (FLOs) in Northeastern, Nigeria. The officer will be stationed at the project’s main office in Yola, Adamawa State with frequent travels to Gombe, Bauchi and Taraba States. The jobholder will assist in coordinating the Impact Evaluation (IE) component of the project including establishing and maintaining good relationship with participating organizations. The jobholder ‘will ensure that the IE component is on track by using appropriate management tools and techniques. The Jobholder will organize activities related to the IE component like workshops. meetings etc. the jobholder will Ensure the quality of IE data generated meets sets standards while complying with the evaluation protocol.

Minimum Requirements

  • BA in statistics, mathematics, social sciences, community or public health with at least 2 years of experience
  • Experience working with Civil Society Organizations and government Proficiency in report writing Experience in facilitating Organizational Capacity Assessment (OCA), Focus Group Discussion (FGD) and Social Network Analysis studies.
  • Experience in using simple management tools and concepts in project management
