Abt Associates, a global leader in research and program implementation, is recruiting a survey expert and agricultural economist as consultants to support an impact evaluation of the
AgResultsAflasafe Project, a multi-year effort to stimulate the market through aflatoxin control. Consultancies will require 30-50 days in the first year and possible additional time thereafter. Work is anticipated to begin between July and September 2013.

1) Survey Expert

In consultation with the team leader, agricultural economist, in-country project implementer, and other relevant parties, assist in the development of survey questionnaires.
Interface with the team leader based in the US to support survey implementation, including working with the survey firm to ensure proper translation of questionnaires in local languages, monitoring of data collection and data quality control measures.
Qualifications: Masters in agricultural economics, economics or related discipline with minimum S years of experience
2-3 years of experience conducting and/or overseeing large-sample survey implementation in developing country contexts
Excellent written and communication skills in English.
Experience in conducting surveys addressing rural livelihoods and agriculture is a plus Knowledge of STATA or related software is a plus.
Experience In conducting Impact evaluations Is a plus
2)  Agricultural Economist

In consultation with the qualitative specialist, interface with the in-country project Implementer and survey expert on survey development, implementation, and data analysis.
Develop survey questionnaires to support qualitative data collection.
Implement qualitative surveys with diverse respondents representing farming, agricultural input and service, trading, processing, and consumption nodes of agricultural value chains
Assist in the analysis of survey results under the supervision of the qualitative specialist and evaluation team lead.
Qualifications: Masters in agricultural economics, economics, rural sociology, or related discipline with at least five years of experience
2-3 years of experience in conducting qualitative research {key informant interviews, focus groups, small-sample surveys, etc.) survey in a developing country
Conceptual foundation in subsector analysis, value chain analysis, structure-conduct performance, Industrial organization, and/or experience in conducting surveys addressing rural livelihoods, agriculture, gender, private-sector development issues Demonstrable understanding of approaches to ensure rigor and scientific validity of data collected through qualitative methods Excellent written and communication skills in English.

The Senior Finance and Administration Manager has primary responsibility for effective and efficient financial and administrative management of the SHOPS Nigeria project in accordance with Abt policies, USAID guidelines protocols/regulations and Nigerian laws. He/She supervises a team of Accounting officer and Administration Officers. Reporting to the Chief of Party and working closely with colleagues in Nigeria and the Finance and Contracts Analyst in Bethesda.

 

3) Administration Manager

He/She will:
Develop/update local financial, administrative and organizational procedures in accordance with Abt policies. USAID guidelines/protocols/regulations and Nigerian laws.
Ensure compliance with USAlD contractual and reporting requirements.
Lead development of project budgets and forecasts; track, analyze and report expenditures as required to the project team, home offlce and USAID.
Brief, train, supervise and support staff in their financial activities/responsibilities.
Ensure that the financial, human resources, procurement and administrative management of the Nigeria SHOPS project are in accordance with policies and guidelines. Supervise, and by exception perform, activities of the Accounts and Administration Managers including:
  • Development of vendor panels, selection of vendors
  • Payments to suppliers and personnel, travel reimbursements and wages(pay roll).
  • Deduction and deposit of taxes, provident fund, audits, etc.
  • Monthly closure of bookkeeping & balance accounts.
  • Management and maintenance of all project property, in frastructure and offices,
  • General office management (rental, utilities, nckeung, local transport, general upkeep of the office, housekeeping) and procurement for the office.
Lead all procurement, sub-contracting or grant making activities. Support program managers in tracking and ensuring compliance of sub-contracts and sub-grants. Review deliverables and approve payments.
Manage Human Resource functions such as preparing job descriptions, recruitment, plans tor staff development and personnel appraisal process.
Liaise with local legal counsel to ensure compliance with regulatory and audit requirements.
Work with technology consultants and advise on office automation and information technology needs for the office.
Minimum Qualifications:
10+) years 01 experience ORthe equivalent combination of education and experience.
Additional Qualifications: Bachelors’ degree required, Master degree preferred in Finance/Business/Management/Administration or equivalent from a reputed institute.
Ability to support smooth and rapid implementation of project activities while being compliant to policies and guidelines.  At least 10 years of experience in managing finance administration and procurement for development projects.
Substantial USAID project management experience and extensive knowledge of FARs and AIDARs is required.
Excellent writing, computer and organizational skills.
Successful track record as a senior manager in Finance and Administration.
Willingness and ability to travel frequently within Nigeria and abroad
Fluency in English is a must.
